good morning. a deadly crash at san francisco most dangerous intersection. what makes this accident especially tragic. we are live in sunnyvale where voters will decide whether or not they want stricter gun control. why this proposal is drawing some criticism. we have new information about the man accused in that deadly lax shooting on friday. what the suspects roommates are saying. and the oakland a's possibly moving into at & t park in san francisco. welcome back to the ktvu channel 2 morning news.

live at at & t park. there is talk that the ballpark might be shared. no said steve. its a very surprising comment but the a's and giants may be sharing the ballpark. a possibility. let's check weather and traffic. steve is here. >> i am indeed. thank you. it is so cold she says. it is official. joslin says its cold, then it is. not everyone is in on that. a little bit of a breeze holding some temps up. sunshine and breezy for many. higher elevations out to eastern solano. tomorrow we will get an

offshore push. some of the higher elevations will get that northerly breeze. but nothing outrageous. anywhere from 30-53. 33 antioch. napa is 53 degrees breezy. and i saw 43 at west portal. and 44 in the richmond district. a little chill. officially go for 48 for the high today. there goes our system from yesterday. which just flew on through. and resulted in sunshine today. breezy. a cold morning though for many. that north breeze might be holding some lows up. especially off to the east. highs today a lot of upper 60s. very low 70s. low to mid 60s closer to the water. here is sal. steve, we are looking at traffic conditions right now getting more crowded. this is a peak of the commute. the metering lights have been switched on. just a little bit earlier. its backed up for a 10-15 minute delay. nothing major but just people

showing up. next picture is highway 24 lafayette. this is looking okay. 680 is also looking good from concord to walnut creek. however we are seeing a lot of slow traffic heading your way on highway 4. just haven't reached it yet. so we will be watching when 680 slows down. it will. peninsula northbound 101 a car spun out. reportedly. chp is on the way to check it out. not a big backup there just yet. let's go back to the desk. san francisco police are investigating an accident that killed a man in a wheelchair. police say the car hit the man at about midnight in the area of market and octavia which is known as the most dangerous intersections in the city. he was transported to the hospital where he died and the driver of the car stayed at the scene is cooperating. market and octavia is the same intersection where a security camera was installed because of safety issues. now on november 1st police began issuing warnings in 30 days anyone caught driving

dangerously or illegally will face a $238 fine and receive a mark on their driving record. in 2011 concrete barriers, extra signs, and signals were installed at that intersection to discourage illegal u-turns. city leaders are hoping the camera might finally do the trick. your time is just about 6:04. tomorrow local elections will be held and in one city a controversial gun control proposal is on the ballot. janine de la vega is live. >> reporter: good morning, dave. this proposal is called measure c. and it tightens gun control. now its a controversial issue so that is why the city council voted to put it on the ballot. here's what measure c does. it would require a gun owner to tell police within 48 hours if their firearm is lost or stolen. 9:requires gun owners to -- it requires gun openers to lock up their guns.

it also prohibits the possession of ammunition magazines that have more than ten rounds. a local gun store u.s. firearms is against the measure. it will not stop shootings and instead it will generate lawsuits against the city. here's what one resident had to say about all of this. >> i would agree with that. but i still feel safer. i think if you know if they are locked up. just from that perspective. and i think the city makes -- >> reporter: the national rifle association is threatening to sue if measure c passes saying it it infringes on a gun owners constitutional rights. this is being led by the mayor who says he wants to from protect the community and keep weapons from winding up in the wrong hands. voters will have their chance

to cast their ballots tomorrow. reporting live from sunnyvale janine de la vega ktvu channel 2 news. time is 6:05. we have new information about the man accused in the deadly lax shooting friday morning. the roommates of paul ciancia says he sent a text to his family friday morning that he was going to commit suicide. his family called the police to check on him at home. but they got there about 45 minutes late after ciancia had left for the airport. right now ciancia is surrounded by armed guards. he is heavily sedated in a hospital after being shot four times by police. after friday's shooting at lax they are releasing information about how many guns are brought into airports. just a week before that deadly shooting 39 guns were seized at airport check points nation- wide. of those guns 32 were loaded. besides guns the tsa has

intercepted knives, stun guns, and grenades preventing them from being taken on the planes. >> i certainly hope it wasn't anything with malicious intent. it was just a mistake and a one off kind of situation. >> most people are saying they forgot they had the weapon in their carry on baggage while others tried to disguise them as ordinary objects trying to get them through. today the family of a santa rosa teenager fatally shot by a sheriffs deputy is set to file a federal lawsuit against the county. controversial shooting happened two weeks ago in santa rosa. 13-year-old andy lopez was killed while carrying a toy gun. the civil rights lawsuit claims the sheriffs department encourages the use of deadly force even when there is no threat to public safety. the sheriffs office says in response this investigation is still in its early stages and calls the lawsuit premature. there are new developments in the fight to stop one of the

biggest evictions in san francisco history. the examiner reports the city has suspended a permit for renovations to an apartment building on market street. the building was being converted into office space after the city says it was not zoned for residential use. dozens of people who live in the building still face eviction despite the suspension of the permit. time is 6:07. there may soon be one ballpark for the bay area's two big league baseball teams. ktvu alex savidge is joining us live from at & t park to tell us why the oakland a's may be moving across the bay. >> reporter: a's fans i'm talking to them this morning. they hope its not true. they don't want to watch their team playing across the bay here at at & t park home of the san francisco giants and possibly the oakland a's. according to a report in the chronical its possible the two teams could be sharing the ballpark for the next two seasons. the issue here is coliseum

officials haven't been able to reach a short-term lease agreement with the a's. if no deal is reached major league baseball would step in and help the a's make a move to at & t park. the league is apparently playing hardball here. that are demanding the coliseum authority give them a two year lease agreement and no longer deal. this morning i asked die hard a's fans if they would make the trip to the city to watch their hometown team play ball. >> i would actually. i would just because its the a's. born and raised an a's fan. i will stay a true a's fan. i would be mad making the trip but i deaf anily support the -- but i definitely support the a's. >> reporter: they still have to give the okay for this stadium

sharing agreement to become a reality. and then of course there would be an issue of logistics here. the giants and a's have home games on the same date nine times. that could mean very busy days here at at & t park. live this morning in san francisco alex savidge ktvu channel 2 news. >> the city council will soon decide where to build san jose's new softball complex. some city officials say the property south of east ridge mall near quimby road would be ideal. however there are others that say the county fairgrounds would support more fields. there will be a city council debate on the issue tuesday night. the $228 million measure p park bond was approved 13 years ago. time 6:10. banning discrimination against gays and lesbians in the work

you have always been a hero. and your friends and family knew that. but now the whole world knows. >> family and friends mourning a novato school -- mourning a nevada schoolteacher who was shot. he was trying to talk a gunman into surrendering when she was shot. two students were hurt but they are expected to survive. he was a former u.s. marine and he was laid to rest with full honors including a 21 gun salute. police say someone tried to blow up the house where natural gas while students were inside sleeping. students at the frat woke up. they smelled the gas and a

small fire. police think someone turned on the stove. filling the home with natural gas. that explosion could have destroyed the home and others nearby. new this morning former egyptian president mohammed morsi has appeared in court for the first time since he was removed from power. morsi is egypt easterly jet -- egypt's legitimate leader. he is being held in a secret military location while he awaits his trial. he faces the death penalty if convicted. time is 6:15. there is a new book out today that gets into the details of the 2012 presidential campaign. the book is called double down. its based on interviews with more than 400 people. the author says president obama went through a crisis of confidence after his widely criticized performance against rival mitt romney in their first televised debate.

they also say president obama's campaign had focus groups weighing on the possibility of having vice president joe biden and secretary of state hillary clinton switch roles. time is 6:15. president obama is now calling on congress to make sure gays and lesbians don't face discrimination in the workplace. ktvu kyla campbell is joining us live to explain the employment nondiscrimination act and what the senate is doing today. >> reporter: the senate is expected to vote later today on this legislation. it would keep employers from hiring, firing, compensating, or promoting employees based on their sexual orientation or gender identity. the senate vote psychology five months after the supreme court rulings affirming gay rights. president obama writing lgbt

americans fear losing their jobs because of who they are and its wrong. he wrote does it make a difference if the firefighter that rescued you is gay? or the accountant that does your taxes or the mechanic that fixes your car? apple ceo tim cook is joining the cause. he wrote in the wall street journal saying we found when people feel valued for who they are, they have the comfort and confidence to do the best work of their lives. just how long has it been since congress moved on the gay rights legislation in we'll have that story for you coming up. we have new information on l controversial profootball bullying incident involving a former football star from stanford. jonathan martin left the miami dolphins and still has not come back. his abrupt departure comes after several of his teammates pulled a cruel prank on him in the team cafeteria. the nfl network now reporting that dalton guard has been

suspended indefinitely while the league and the dolphins investigate this allegations. houston texans coach gary kubiak is recovering this morning. that was following that health scare on the football field. the coach collapsed just after halftime during last nights football game against the colts. wade phillips spoke after saying he collapsed. the team says the 52-year-old coach did not have a heart attack. red sox players david ortiz, shane victorino they got their beards shaved off this morning at the gillette headquarters in boston. one lucky fan got to do the honors. the red sox players beards became a symbol of solidarity as they went from worst to

first and won the world series title. time is 6:18. sal shaved his beard off so he is ready to give you a good report on the commute. >> i think i look good. not every one of my friends and family approve. >> oh you mean with the justifiyness. there are no major problems on the span. we're also looking at the southeast bay with 237 westbound. that traffic continues to look good with no major problems. as i look at the southbound northbound 101 in the -- there is a little slow track there. but the rest of the south bay commute looks good. if you want to avoid 101 just use 85. you can still catch a good commute ewing that freeway. let's go to steve.

>> thank you, sal. calm conditions lead here. they have a big difference in the lows. anywhere around 20 degrees. i will show you the lows coming in here. clear skies. it will be nice today. after i guess global cooling here in the morning. west santa rosa 31. 29 up in scotts valley. valley ford says 24. so there are a couple very cold readings. sebastopol is 34. palo alto and menlo park both 36. and petaluma 37. 53 antioch. yeah. 33 napa. so there is a big difference if you get that breeze. some areas in the higher elevations again out closer to the valley can get a little bit of a northerly breeze. that definitely holds the temp up. sunshine it will be breezy today for everybody.

no wind advisories or anything. we had about 25 to 40 miles an hour over the weekend but not that dramatic. there goes that system from yesterday. its out of the picture. things are very quiet for three or four days. look at the moisture streaming in from the great lakes. down to texas again. the moisture coming up has been unbelievablely persistent. it looks like drier air up in northwest texas. 30s, 40s to near 50 degrees. 42 hayward. 30 in tahoe. must be a little breeze there. ukiah is down to 31. clear, sunny again. the days a very short. enjoy that sun while you can. a little warmer. then things start to slowly change a little bit. in wind protected areas no doubt. cool morning. sunny and breezy. cold mornings will give way for

more than 130 that might fit that description. and later this morning they all make public the latest findings from that mission. now its called sea star wasting disease. researchers say it starts a small white legions and causes the star fishes limbs to fall off and often within a couple of days they just died. some scientists say it could be the warmer waters that are causing the problems. others say this could be a problem with bacteria. well, a massive recovery project is scheduled this afternoon in the oakland estuary. i want to show you the photo of the partially submerged tug boat. the boat has been rotting in the estuary for decades. now the raising of the tug is part of a larger effort to clean up the estuary.

welcome back to the ktvu channel 2 morning news. quite an exciting morning over there. a lot of red and roses. ftd began trading on the nasdaq on friday november 1st. so they are celebrating that. and over on the new york stock exchange it looks like the new

85 is getting a little slow. let's go back to the desk. time is 6:32. new this morning in san francisco a man in a wheelchair hit and killed by a car just hours ago. the scene is clear but ktvu katie utehs has been there since 4:30 this morning. you have been seeing other close calls between cars and pedestrians. >> reporter: definitely near misses. anybody who has driven through the intersection or walked through the intersection knows how precarious it can be. here's what happened over night. the man in the wheelchair was coming from the direction where i'm standing. crossing octavia. through the crosswalk. and the man was driving the driver of the vehicle that hit the man in the wheelchair was coming from octavia toward 101. he hit the man in the crosswalk and his wheelchair knocked on to 101 and the victim also knocked on to 101 as well. here's video of the scene as

san francisco police department investigators photograph the wreckage. that is around 3:00 this morning. police say the man crossing in the wheelchair died at the hospital shortly after he was hit around midnight. you can see it took several officers to load the custom wheelchair into a police truck. they have not released any other details about the victim. the driver of the car stayed on scene. i spoke with him briefly but he did not want to be interviewed on camera. from what i saw he appeared to be wearing a security guard jacket but seemed -- seemed shaken but coherent. we spoke with commuters and they are not surprised someone was killed at this intersection. >> even bicyclists run the red lights you know. it is a busy intersection. >> reporter: investigators close the onramp for nearly four hours this morning. we watched many drivers come down octavia toward the freeway

and slammed on their breaks. and now police are trying to determine exactly what led to the deadly crash. back out here live there are also new red light cameras to tell you about. and those are to catch people who are making right hand turns off of market. now violators could receive a $238 ticket. the new cameras went live as of november 1st. there will be a 30 day grace period. live in san francisco katie utehs ktvu channel 2 news. we have new information now about the alleged gunman in the deadly shooting at lax. 23-year-old paul ciancia was shot four times by police on friday after they say he shot and killed a tsa officer at point-blank range and also wounded three or people. friends say before going to the airport ciancia sent a text to his family saying he was going to commit suicide. they called police whom went to the house to do a welfare check

but they arrived 45 minutes after he left for the airport. a woman who knows the accused shooter and does not want to be identified spoke to cnn about what might have caused ciancia to open fire. >> all the nsa findings that came out this year he was upset about it and said tsa abused their power. >> he is heavily sedated in a hospital and being watched around the clock by an armed guard. tougher gun control may be coming to sunnyvale if a new measure passes by the voters tomorrow. this is very controversial there. janine de la vega is live. tell us more about this. >> reporter: we just spoke to a man who says he has had several break ins in his neighborhood. he plans on voting tomorrow but he feels that measure c isn't necessary. he doesn't think stricter gun control is the answer.

here's what measure c would actually do. it would require am gun owner to tell police within 48 hours if their firearm is lost or stolen. it requires gun owners to lock up their gun if they are not in their immediate possession. and it requires those who sell ammunition to log and track sales. a local gun store is against the measure. one resident the gentleman i was speaking about says this measure will not make him feel safer. >> we had a lot of home invasions in this area. i think that should be done a the the state level. not the local level. what will happen it will make us more of a target from people who are coming into our neighborhoods. they know you can't have an armed weapon. >> reporter: the national rifle association is threatening to sue if measure c passes.

the push to pass measure c is being led by the mayor who says he wants to protect the community from weapons winding up in the wrong hands. voters will have their chance to decide on this measure tomorrow because that is election day. reporting live from sunnyvale janine de la vega ktvu channel 2 news. the city of pleasant hill will debate gun regulations tonight. a vote on an ordnance requiring a police -- under this proposal gun stores would not be able to set up shop, close to homes, parks, or schools. store owners would also have to go through a criminal background check. the existing firearms dealers would be exempt from this new location restriction but they would have to submit employees background information to the pleasant hill police department. a marin county school district is hoping that newly installed security cameras

would deter crime like vandalism on its campuses. brian flores is joining us with why the district says its an investment in student safety. good morning, brian. >> reporter: good morning, pam. the school district is just the latest school district to install surveillance cameras. as we mentioned this isn't anything new. the school districts in the bay area and across the country but what is making this unique is the growing trend that surveillance cameras are being installed. here in novato the school district will you can vail the cameras similar to these. bart of the reason install the cameras is -- which is increasing throughout the years. and overall keep kids safe. the district says all the cameras will be installed along the exterior of the campuses. mainly along hallways and corridors and not in classrooms and bathrooms. we spoke to the principal here

who says after all these years cameras unfortunately are needed now. >> its an unfortunate thing but yes, we are having surveillance cameras put in. we have vandalism problems that come and go. and they are costly. they are costly to the school district. costly to the sense of community we have. >> now over all the district says it has spent more than $120,000 to install the 48 new cameras. last year the district says it has spent $177,000 on security cameras on a couple of its high schools. live in novato brian flores. >> thank you. time is 6:40. a student from brazil missing in san francisco for the past week. >> he said keep calling the

police. and then i call the police. when i called him back he didn't answer anymore. >> the new clue in this mysterious case that could help his family fighting. and bad news for oakland a's fans. the team could be moving out of the coliseum and into at & t park in san francisco. we'll tell you about a report out this morning that suggests the team could be heading across the bay. right now we are looking at the commute that is getting busier on some of the key roads including interstate 80. skies are clear but its cold for many here this morning. temperatures will warm up a little bit but for how long? is there any rain on the extended outlook? people go to a mattress store and essentially they just get sold something.

welcome back to the ktvu channel 2 morning news. 6:43 is the time. the oakland a's could be moving across the bay to play their home games next season at the home of the san francisco giants. that is right. katie utehs alex savidge is joining us live -- ktvu alex savidge is joining us live. >> reporter: this could be the first step to moving the oakland a's out of the bay area all together. of course a's fans that i have talked to this morning don't like that idea. and they can't stomach the thought of their hometown team playing here at at & t park in san francisco. the home of the giants. but according to am report in the san francisco chronicle its possible the two teams might be

sharing the ballpark for the next two seasons. now the issue here is that coliseum officials haven't been able to reach am short term lease agreement with the a's in oakland. and if no deal is reached, major league baseball is apparently promising that they will step in and help the a's make the move to at & t park. the league is apparently playing hardball here and demanding the coliseum authority give the a's a two- year lease extension and not a longer deal that will lock them in for a number of years beyond that two year time frame. this report suggests that a shorter lease will give the a's owners more flexibility to move the team to san jose or possibly even out of the bay area to another city. die hard a's fans are hoping all of this doesn't happen. >> i don't want them to move, but if they are going to move, i would rather it be in san francisco. >> it would be horrible. its like taking the heart out

of oakland. >> you don't want to see it? >> definitely not. according to the san francisco chronicle there has been no comment from team president larry bear. you might be asking yourself why would the giants get on board with this idea. the rent money alone for two seasons of the a's playing ball wouldn't hurt. but at the end according to this report major league baseball appears to be in the drivers seat when it comes to this field. live in san francisco alex savidge ktvu channel 2 news. time 6:46. within the next two weeks bart's board of directors will hold am special meeting to vote on a new deal with its unions. it would keep bart trains running for the next four years. the unions voted on friday to approve the deal. they are expected to ratify the

contract at the next meeting. it calls for a pay hike of 16%. we have new information on the desperate search for a missing man in san francisco. now police hope a surveillance photo from a mcdonald's restaurant can provide an important new lead in this mysterious case. it was taken on halloween at the mcdonalds on 16th street. investigators say that man used a credit card belonging to 23- year-old paulo netto. a brazilian student visiting. several days earlier his mother and sister in brazil received a panicked phone call from him. >> saying he was in trouble and that some people were following him. and he was hiding from those people. >> netto has been missing for a week. his family is in san francisco and hired a private investigators to look for the man in that photo and help out

in the search. time is 6:47. a new york university student who was trapped for two days between a parking garage and a dorm he is recovering now. 19-year-old asher was found last night. look at this. he was wedged in the space that is only two feet wide. he disappeared early saturday morning after someone pulled the fire alarm in his apartment building. when his friends couldn't find him they searched door to door. they asked security guards to go up on the rooftop of his apartment building and look. when they looked over the edge they saw him wedged between those two walls. >> they would not have found him for who knows how long and he would probably be dead right now. >> they broke through a cinder block wall to rescue him. he's listed in good condition now. he was taken to the hospital for treatment. the investigation into how he got stuck between those walls that continues. >> that is what a lot of people want to know.

time is 6:56. new reports say a u.s. navy bribery case in san diego could effect national security. leonard francis is accused of bribing navy commanders in the pacific with lavish parties, prostitutes and concert ticks. in exchange commanders gave francis confidential information even allowed him to dictate the roots of ships. francis is also accused of over charging the navy for food and fuel that his company provided. back in this country drivers in sonoma county you are bracing for thousands more cars on highway 101 starting today. that is when the casino and resort holds its official opening. the highway patrol warns as many as 40,000 more cars a day could pour into the area near golf course drive in roanoke park. the police are suggesting drivers take alternate routes through the back rhodes of pet lieu -- back roads of petaluma.
